Mayor Cherelle Parker is adding to her plans for cleaning up Philadelphia's Kensington. She signed an executive order Tuesday morning creating a new community court designed to get people suffering from substance use disorder into treatment instead of jail.

People cited for substance use in the Philly neighborhood will be offered the opportunity to enter a diversionary program that day.
