Under U.S. immigration law, a country such as El Salvador can accept someone deported from the U.S. who isn’t a citizen of that country if the person’s homeland refuses to accept them, says Theresa Cardinal Brown, a former homeland security official under the administrations of Presidents George W. Bush and Barack Obama.

U.S. Secretary of State Marco Rubio announced during a visit to El Salvador that Salvadoran President Nayib Bukele has offered to incarcerate criminals deported from the U.S. in the Central American country's CECOT mega-prison.

Current laws “would categorically preclude most U.S. citizens and residents from serving their sentence in El Salvador,” a former U.S. attorney said.

After meeting Secretary of State Marco Rubio, El Salvador's president has offered to house U.S. deportees and even American inmates in his country's "mega-prison."

The proposal is almost certainly illegal, experts said, but President Trump’s eagerness to entertain it showed his willingness to embrace extreme measures to demonstrate he is tough on crime.
