Four years ago, Mark Testoni, an SAP SE executive, and Craig Abod, the president and founder of giant software reseller Carahsoft Technology Corp., stood at the podium of an event organized by the Institute for Excellence in Sales.

Carahsoft is a leading IT vendor and reseller of technology products and services to public sector organizations, with prime spots on key federal governmentwide acquisition contracts such as NASA's Solutions for Enterprise-Wide Procurement and the General Services Administration's Multiple Award Schedule.

In 2015, Carahsoft and VMware agreed to pay $75.5 million to settle a False Claims Act case with the U.S. government that also alleged overcharging the government. The companies didn’t admit to wrongdoing as part of the settlement.

A raid on Carahsoft headquarters by the FBI was carried out as part of an investigation into illegal price-fixing for government contracts.
