U.S. President Donald Trump's administration released an encyclopedic list of foreign countries' policies and regulations it regards as trade barriers on Monday, two days before he proposed hitting global trading partners with reciprocal tariffs.

The Office of the United States Trade Representative released a report Monday highlighting foreign trade barriers that could influence tariffs the president puts into effect this week.

"Value-added taxes" are a common type of consumption tax used worldwide. They don't create a trade disadvantage for the U.S., economists said.
