The administration’s border czar, Tom Homan, said U.S. Customs and Immigration Enforcement would run the facility in Cuba and that the “the worst of the worst" could go to Guantanamo.

Trump said the move would double U.S. detention lockup capacities, and Guantanamo is “a tough place to get out of.”

Human rights groups have accused U.S. authorities of using Guantánamo Bay for decades to detain migrants fleeing Haiti, Cuba and other Caribbean nations.

U.S. President Donald Trump said on Wednesday he will order the Pentagon and the Department of Homeland Security to prepare a migrant detention facility at Guantanamo Bay for as many as 30,000 migrants.
