Traffic is completely blocked on Interstate 83 in York County, following a multi-vehicle crash in Manchester Township. According to York County dispatchers, the first calls came in at 2:48 p.m. for a crash involving four vehicles on the southbound side of the highway,

Police charged Ray Hacker, 31, of York, in connection with the May crash near the Fishing Creek exit that killed a motorcyclist on his 21st birthday.

The back of Hacker’s passenger side collided with the motorcycle, sending the driver, Issaiha Seiders, and his passenger across the highway and onto an exit ramp. Seiders’ helmet came off when he hit a guardrail, causing fatal injuries. He died on his 21st birthday. His passenger suffered serious injuries, including broken bones and road rash.

A multi-vehicle crash is causing severe delays on Interstate 83 in York County on Tuesday morning. According to 511PA, the crash occurred at 7:25 a.m. on I-83 northbound near Exit 24 to PA 238. A lane restriction is in place.
