From the car park there are good surface footpaths to all of the lookouts and the wind turbines. The footpath from the turbines to the coast is also wheelchair friendly, however you would need to return the same way as there is a section with steps to continue on the circular path. The view over the ocean is worth the 5 mins walk though
It's per car National park fees I think it's about $12 a day, if you're looking to visit a few National parks over several days you can get Park passes from visitor centres or tourist centres
